Flagmen of Lowestoft: Admiral Sir William Penn, 1621-70 Penn was a successful General-at-Sea for Parliament before becoming a leading naval figure in the return of Charles II to England. He was Captain of the Fleet to the Duke of York at the Battle of Lowestoft, where his experience helped ensure victory, and was later Comptroller of the the Navy. Charles II approved the naming of Pennsylvania (founded by his son, William) in his honour.
