In-letters and orders received by the Navy Board
Enclosure: Copy of a letter from Colonel Richards in which he explains that he has been unable to speak with the Admiralty regarding his invention of a new kind of pump and that having just received a special commission from the King he will shortly be going abroad. He claims that the pump is more efficient than a chain pump and can be operated with less labour and can be used for a variety of different purposes.
