In-letters and orders received by the Navy Board
        
        The Guardships at Portsmouth, Plymouth and Chatham are to be maintained as sea-going fighting ships in order to meet contingencies. Three new Lieutenants are to be appointed together with a Midshipman. The Board is asked to advise on the complement of Men required to suit the ships' new status.
