Petition of Thomas Bates in which he claims that due to infirmity he has been unable to collect the pension granted him and assumes that he may have been declared dead and applies for reinstatement. On the reverse is a note referring the Petition to the Navy Board for an opinion, countersigned by James Southerne, Admiralty Board Secretary.
