Upon consideration of the Report in your letter of the 23rd inst. touching an Establishment of Men and Guns for the RICHARD & JOHN, now fitting for the Sea as a Fireship, direct you allow the ship thirty Men and ten Guns ( eight Saker Cutts and two Falconetts ) accordingly.
