In-letters and orders received by the Navy Board

Enclosure: Copy of a letter from Mr Mathews in which he claims that William Bourk late Muster Master and Agent at Liverpool has been embezzling large sums of State funds and offers proof of Bourk's wrong doing. He elaborates by informing on Bourk's movements, his alleged connections with friends in other Offices and his deviousness in avoiding exposure as well as his evasion in owing his Clerk (Mathews) money. He concludes by appealing for assistance in exposing the matter.
