In-letters and orders received by the Navy Board
        
        John [Fram] Shipwright is offering to build a Third Rate either at Hull or at Harwich. Instructions are given to negotiate with him for a vessel of the same size as other newly completed Third Rates. The Board is also instructed to treat with Sir Henry Johnson for a merchant ship built at Blackwall which may be suitable as a Man-of-War.
