In-letters and orders received by the Navy Board
Giving instructions for notices to be displayed at the Navy and Treasury Offices and in other public places stating that all Seamen belonging to HM ships now refitting who do not immediately report on board will be recorded as having deserted. Not only will they subsequently be punished but will lose the wages due to them for past service.
