These forms record the discharge of a seaman from the Merchant Navy on leave and their entry into the Reserve Pool while on shore.

In 1941 the Essential Work Order created a Merchant Navy Reserve Pool. To ensure that the seamen were avaliable to man vessels, the Government paid them to remain in the Reserve Pool when they were ashore.
