In-letters and orders received by the Navy Board
Copy of a letter from Phineas Pett, setting out his proposal to build on commission two of the 27 ships that are to be built in accordance with an Act of Parliament. He proposes building the ships at Greenwich and requests:
1. The use of a house and outbuildings at Greenwich.
2. The loan of building blocks, staging and other equipment from Deptford and Woolwich yards.
3. A Press Warrant or to be allocated men from other yards.
4. An advance payment of £1,500.
He emphasises the greatly increased costs of labour and materials, claiming that his proposal to build on commission would be the most economical way of financing the building, He also sets out his proposals for maintaining proper accounts and for the return of unused materials Deptford for survey and valuation.
