In-letters and orders received by the Navy Board
Captain Thomas Phillips at Portsmouth has informed that the Shallops are not in good condition but will soon be refitted. Orders are to be given by express that the repairs required to the Shallops and Bomb Vessels are to carried out immediately to the orders of Captain Ben[sen].
