Enclosure: Copy of a petition in which the petitioners complain that the "Q's" and "R's" have been unjustly put against them in order to defraud them of their pay; and claiming that through want of income they will be unable to pay their taxe. They plead for all of the black marks put against the names men still serving in the Navy be removed.
