Enclosure: Copy of a letter from John Perry, Lieutenant of the MONTAGUE, in which he claims to have a method of preventing water entering the Dock at Portsmouth and hindering work on ships' hulls. He further claims to have had the approval of Commissioners of the Navy for his invention and proposes that for a consideration he can ensure that once a ship enters the dock he can empty it within two hours and prevent water entering it again while the ship remains.
