Enclosure: Extract of a letter from Admiral Benbow aboard the LANCASTER at Spithead in which he informs of a dispute between Naval Commissioners and Officers of the Ordnance as to who should be responsible for the supply of port-ropes and wadding and asks for the matter to be laid before the Admiralty.
