The man's jacket has two widely spaced stripes on the lower sleeve but no shoulder straps. This is possibly K J Mills. The trees in the background appear to be pines, indicating the the location may be Coos Bay or Portland, Oregon, in which case the date would be 30 Jul. to 20 Aug. 1947. Vertical format.
