The First Lord of the Admiralty, Sir Samuel Hoare, about to inspect troops at Custom House Quay in Dockyard Creek, Vittoriosa, Malta. The troops are from the First Battalion of the Duke of Wellington's Regiment. Hoare is in the centre of the picture and is being followed by Brigadier Stubbs, the Officer Commanding the Troops on Malta. Almost indiscernible the left background is the destroyer Ardent (1929), pendant number H41, and almost completely hidden behind the standard bearer is the fleet flagship Queen of Elizabeth (1913).
