Lord Keith to Markham, on Congreve’s proposal to Lord Howick to fire 32 rockets from each vessel, his opinion it is impossible to throw more than four from any frame, and seldom more than 2 with safety, more men and vessels prepared than originally intended, ll vessels on Boulogne command fitted but need to call on the ships for convoys, information on privateers, ready for experiment but don’t expect they will ever be used.
