The photographer is on board the P. & O. passenger cruise ship Viceroy of India (1929) in the Tagus looking towards the city and the commercial wharves from the aft end of the promenade deck. Passengers are at the rail and her port aft motor tender is on chocks on the deck. Alongside a wharf on the right is the Royal Mail Line passenger/cargo liner Highland Brigade (1929), seen from abaft her starboard beam, on a voyage from London to Buenos Aires.
