Awarded to Commander Warren Fred Postel USN. Obverse: Liberty holding a shield and sword, standing on live oak with with branches terminating in four leaves representing the Army, Navy, Marine Corps and Coast Guard. Legend: "AMERICAN DEFENSE". Reverse: "FOR SERVICE DURING THE LIMITED EMERGENCY PROCLAIMED BY THE PRESIDENT ON SEPTEMBER 8 1939 OR DURING THE UNLIMITED EMERGENCY PROCLAIMED BY THE PRESIDENT ON MAY 27 1941". Suspended from a yellow ribbon with very narrow stripes on red, white and blue near each edge.
