In-letters and orders received by the Navy Board

Extract of a letter from Mr James Wilson in which Mr Gabriel Dulsey sailmaker of Rotherhithe is said to have made allegations concerning a Mr Blackway, also a sailmaker, indulging in embezzlement by making sails for merchant ships, and claiming that several other people would confirm it. Some of these persons were interviewed but the matter was not taken further at the time. It is claimed that Blackway continues his illegal trade and that as a consequence the cost of sails to the Navy is considerably increased.
