        Obverse: Conjoined heads of Mercury, in a cap and Pallas Athene, in a helmet (L) Legend: "ARTS AND COMMERCE PROMOTED". Reverse:  Legend: "LIEUT T. WILLIAMS, R.N. MDCCCXXIX". Inscription in a laurel wreath tied with a bow.  "FOR HIS OARS TO BE WORKED WITH ONE HAND".  Below: "SOCY. INSD. LONDON 1753". Fitted with an ornamental bar forming a rope and anchor and dark blue ribbon.
