In-letters and orders received by the Navy Board

Ships of various rates are to undergo annuall refitts. The Board is to advise what Yards are to receive them and to inform the Admiralty as to the refreshments to be provided to the crews of ships coming to Torbay and other western anchorages. The SWALLOW and the RICHMOND are fitted for a voyage to Virginia. The complements of the PORTLAND and SAPHIRE are to be boosted to full wartime readiness.
