Document signed by Admiral Arthur Herbert, First Earl Torrington, 1648-1716

Containing directions for taking stock of supplies of victuals and for reporting on victuals received by vessels hired for pressing men for the Navy. No freight is to be paid to vessels taking in casks and salt until further notice. The convoy escorts SMYRNA MERCHANT and SWIFT PRIZE are to be cleaned at Bristol when convenient. Mr John [Furnier] an expert on building Fireships is to be consulted regarding their size and a report is to be submitted concerning costs and the ports in which they may be built.
