In-letters and orders received by the Navy Board

You have informed us in your letter of the 3rd inst; that the Admirals and Commanders of their Majesties' Ships are generally complaining that the Ensigns established for the Fleet are too small.
Admiral Russell was asked, after his consultations with these Officers, his opinion of what enlargement would be necessary.
After receiving his propositions we note your suggestions of Ensign sizes for various vessels of the Fleet, commencing with SOVEREIGN and VICTORY.
After consideration we approve of these sizes and direct you establish these accordingly.
